It 40 Marjory Allen included ‘delinquent’ as well as ‘deprived’ children in its brief and calculated that their numbers were 124,900. It made a detailed investigation of residential establishments and concluded that many were too large, too isolated, and too institutionalised. Like the Clyde Report, it argued that children fared better in foster homes. Its masterly analysis ended with 62 recommendations, of which the following were the most significant: • The order of preference for care provision for children unable to live with relatives is adoption (although this was applicable to only a few children), followed by fostering, then residential care.

The 1601 Poor Law Relief Act instructed local parishes to accept responsibility for destitute children. Voluntary bodies also grew, reaching a peak in the 19th century with such famous child care societies as Dr Barnardo’s Homes, the National Children’s Homes and Orphanage and the Waifs and Strays Society. At the time of its founder’s death in 1905, Barnardo’s was looking after 11,277 children. The Poor Law, by the end of the 19th century, was responsible for the care of 58,000 children in workhouses, children’s homes and residential schools, plus a further 8,000 boarded-out with foster parents.

Marjory’s concern for nursery education led her to join the Nursery School Association in 1933. Later, she was commissioned to make a garden for a roof top nursery school in a new block of flats built for the St Pancras House Improvement Society. While doing this, she was introduced to adventure playgrounds, of which more will be written later. Almost without knowing it, the planner of gardens was being drawn into the world of children, and today she is remembered more for her contribution to this cause, than for her achievements in gardening.
